Christina Baxter, PhD, is the CEO of Emergency Response TIPS, LLC which subject matter expertise on product development and technology transition for CBRNE detection, decontamination, and protection equipment. Emergency Response TIPS also provides practical, evidence-based solutions for emergency response and defense through the development of next generation tools for enhanced responder safety and education in the areas of CBRNE, hazardous materials, and clandestine laboratory response.  She was a co-founder of Hazard3, a Hazmat/CBRN training company, which was bought by Safeware Inc in 2023. Hazard3 develops and delivers training for the US Drug Enforcement Administration.

Dr. Susan Moore is the Associate Director for Science at NIOSH’s National Personal Protective Technology Laboratory (NPPTL), where she provides scientific and strategic leadership to advance personal protective equipment (PPE) effectiveness. She leads NPPTL’s AI Development and Implementation Framework—an ISO-aligned, cradle-to-grave ecosystem for managing AI investments that ensures use case readiness, traceability, auditability, and risk management to protect organizational integrity. She advocates moving beyond a one-use-case-at-a-time mindset toward an ecosystem approach that enables rapid intake through deployment using templated processes that maintain control and trust.
