The PCSI 2025 Conference
From September 10 to 12, 2025, the 37th PSCI conference will be held at the Quebec City Convention Centre under the theme: "Patient Grouping as a Driver of Value in Health: The Patient at the Heart of Our Decisions." The topics will be:
Innovations in case-mix, data and technology.
Advancements in coding, classification systems, and data quality.
Case-mix and costing beyond funding.
From case-mix to policy: the patient at the center.

On September 9th, there will be a day of pre-conference workshops.

More than ever, Québec is demonstrating leadership in the field of health. Many changes are underway to perfect its health care system. These include, among others, patient-centred funding, an innovative approach that will maximize the effectiveness of services to the population, as well as better the use of resources.
Our health care network is moving to a vision of value-based health care. This paradigm shift represents a major transformation for all professionals, which has the effect of promoting the accessibility and quality of care offered to the population. We are very proud collectively of all the creativity shown by our teams to make a lasting difference. We are therefore committed to placing patients at the heart of decisions, as suggested by the theme of the 37th edition of the PCSI conference, which will take place in Québec City from September 9 to 12, 2025.
My colleagues at the Ministère de la Santé et des Services sociaux and I are therefore delighted to welcome you all to this event. I had the chance to meet several of you during the conference in Slovenia in the spring of 2024. I am delighted that the exchanges that took place there can continue and deepen on this new occasion for international meeting. There is no doubt that all those who will participate in this next major conference will be able to contribute with their expertise and experience to advance our mutual approaches, in a spirit of sharing and curiosity, in the light of the common values that underpin our collective commitment to health.

We are excited to partner with the Ministère de la Santé et des Services sociaux (MSSS) and the Canadian Institute for Health Information (CIHI) to bring you an event that promises to be both informative and engaging.
The theme for this conference, "Patient Grouping as a Driver of Health Value: The Patient at the Heart of Our Decisions," captures the essence of what we strive for in health care. It reflects our commitment to putting patients at the forefront of decision-making, ensuring that every decision made is grounded in data that accurately reflects patient needs and outcomes.
Québec, like many regions worldwide, is at a pivotal moment in its healthcare journey. The province is undergoing a significant transformation, driven by a need to ensure the sustainability and resilience of its healthcare services. The COVID-19 pandemic emphasised the importance of adaptable and responsive healthcare systems. This conference offers us the perfect platform to explore how casemix can support these crucial transformations and reforms.
Throughout our time together, we will dive deep into discussions on how patient grouping data can be leveraged to improve health value and decision-making. We will explore best practices from around the world, with a particular focus on how casemix information can be a catalyst for successful healthcare reforms. Whether you're from a region where casemix is already a key tool in decision-making, or from one still in the early stages of considering these approaches, this conference will offer valuable insights.
One of the great strengths of our PCSI community is our ability to learn from each other, sharing our successes and our challenges. On behalf of the Canadian Institute for Health Information (CIHI), I am pleased to welcome you to the 37th PCSI Conference. We are honoured to be partnering with PCSI and the Ministère de la Santé et des Services sociaux du Québec (MSSS) for this event, hosted in the beautiful city of Québec.
CIHI is a national leader and a centre of excellence in health classifications and terminologies in Canada, including ICD and CCI. We also develop and maintain population grouping methodologies to help facilities plan and manage their services.
As a trusted and neutral source of pan-Canadian health care data for over 30 years, we understand the importance of data as a decision-making tool. Health data is the collective voice of patients and the foundation for equitable-based care — helping us to measure outcomes and allocate precious health system resources. This year’s theme — Patient Grouping as a Driver of Health Value: The Patient at the Heart of Our Decisions — highlights the importance of patients as partners in the delivery of high-value care.
I am incredibly excited to learn from this international community. We have the opportunity to transform together and explore innovative ways to approach case mix, costing data and more.
