Eliana Barrenho, Health Economist at the OECD Abstract Price transparency in pharmaceutical markets is increasingly debated as health systems face rising costs, constrained budgets, and demands for equitable access and public accountability of decision-making. Beyond technical considerations, transparency raises fundamental questions about information asymmetries, negotiation dynamics, and the balance between affordability and incentives for innovation. This keynote will address the issue in three parts. First, it will examine the role of transparency in pricing and reimbursement decisions, focusing on how access to reliable price information shapes evidence assessment, negotiation leverage, and resource allocation. Second, it will present recent OECD work on the topic. One study analyses the potential consequences of greater price transparency for pharmaceutical markets; another assesses the feasibility of sharing medicine price information across countries. Together, they provide a structured framework for understanding the policy, methodological, and institutional dimensions of transparency. The keynote will also reflect on how these findings have informed subsequent international debate, including a discussion about dynamics affecting small markets like Portugal. Finally, the session will highlight examples of emerging practices in OECD and partner countries, including Portugal. These illustrate different approaches to improving transparency while navigating trade-offs between efficiency, equity, and sustainability. By combining conceptual analysis with policy evidence, the keynote aims to clarify what transparency can—and cannot—achieve, and to advance an informed discussion on its role in the future of pharmaceutical policy.

The Pedro Pita Barros Award is promoted by the Portuguese Health Economics Association (APES), with the support of the National Association of Pharmacies (ANF), and aims to foster research in the field of Health Economics by young researchers. This award is granted every two years. At the 19th CNES, we will present the award to the winner of the 2024 edition.
